ABOUT
ICTSD'S WORK ON SERVICES
top
ICTSD's work on trade in services and sustainable development seeks
to support selected countries in identifying their domestic sustainable
development offensive and defensive interests in services trade
and how they apply to the WTO request and offer phase. Specifically,
the project aims to:
(a) Improve understanding of linkages between possible services
liberalisation commitments undertaken in the GATS context and key
public policy objectives in selected sectors (e.g. education, health,
distribution, transport, tourism, etc
);
(b) Enhance understanding of national market structures, including
the strengths and weaknesses of the domestic services sector and
existing trade flows;
(c) Identify elements for the presentation of initial, revised or
final offers and options to respond to the specific requests submitted
to the country concerned;
(d) Facilitate interaction among Geneva-based services negotiators,
national policy makers from relevant ministries, the business community,
academia and civil society actors and involve these stakeholders
in the definition of domestic negotiating positions;
(e) Build domestic backstopping capacities for services negotiations
in selected countries by strengthening selected local think tanks,
universities and research centre and promoting their role as domestic
centres of excellence on services trade and sustainable development.
