Opportunities and Risks of Liberalizing Trade in Services: The Case of Guatemala

The National Meeting, organized by ICTSD in collaboration with the Centro de Investigaciones Economicas (CIEN), is intended to provide a forum where the findings of a Guatemalan case study commissioned by ICTSD will be presented. The case study, which focuses on Guatemala’s interests in Back Office Operations (BPOs), such as data entry and handling, data processing and database services, financial processing (financial information and data processing/handling) and payments services, as well as health and health-related services activities that are supplied cross-border through communication technology, such as medical transcription and telemedicine, seeks to analyse the relevance of the services sector in advancing the sustainable development goals of Guatemala, the opportunities and risks appurtenant to liberalising trade in selected services sectors or modes of supply and possible options regarding the corollary regulatory reform and other flanking measures that may be needed to achieve these goals.
